A world title is thoroughly documented and tells us almost nothing about the thing this archive looks for. Outcomes are what agency sometimes produces, not what it consists of.

That is why people with substantial, well-evidenced achievements can sit in the archive without a publishable case — and why we keep them there rather than deleting them.
